Strengthening Community Dialogue and Accountability for Better Service Delivery in Kambia District

Supporting Gender Equality and Social Accountability through a Strengthened Civil Society


ABC-Development, through the Supporting Gender Equality and Social Accountability through a Strengthened Civil Society project, supported by the European Union through Trocaire, convened a district-level dialogue engagement with duty bearers and community stakeholders to discuss key service delivery issues affecting women and communities across Kambia District.

The engagement brought together 28 participants, comprising 14 women and 14 men, including one person with a disability.

Participants included councillors, representatives from Ministries, Departments and Agencies (MDAs), women’s network groups, persons with disabilities, and other district stakeholders.

The dialogue provided a platform for stakeholders to discuss issues emerging from community and town hall engagements across the four operational wards and work collectively toward practical solutions.


The engagement focused on a range of issues affecting service delivery and community development.

Key areas of discussion included:

  • Education and service delivery

  • Health services

  • Women's empowerment

  • Gender-responsive service delivery

  • Agricultural challenges

  • The role of gender structures

  • Monitoring, evaluation, and reporting

Participants shared experiences from their respective communities and highlighted changes they had observed in service delivery.

Community representatives reported improvements in access to health and education services, including a reduction in some informal payments that community members had previously been required to make. Participants also noted gradual improvements in the commitment and conduct of teachers and health personnel.

These experiences provided an important basis for discussing how positive changes can be sustained and how remaining challenges can be addressed.


One of the most important outcomes of the dialogue was the development of practical action points in response to issues raised by communities.

Stakeholders identified several areas requiring follow-up:

Strengthened Monitoring

MDAs were encouraged to conduct intensive field monitoring visits to communities to follow up on identified service delivery challenges and support appropriate solutions.

Community Reporting and Accountability

Community stakeholders were encouraged to report unacceptable practices and discourage compromise where wrongdoing occurs, strengthening community-level accountability.

Improved Management of Education Resources

School heads were encouraged to develop work plans around government subsidies to promote proper management and use of resources for their intended purposes.

Supporting Community Volunteer Teachers

Relevant education authorities were encouraged to prioritize community volunteer teachers for consideration for government approval.

Addressing Unacceptable Teacher Conduct

Stakeholders emphasized the importance of reporting teachers involved in inappropriate requests for money, exploitation, or other unacceptable behaviour through the appropriate channels.

Increasing Women's Participation

Participants identified the importance of including women in School Management Committees (SMCs) to strengthen women's participation in decision-making and education planning.

Supporting Agricultural Development

The introduction and expansion of mechanized farming was identified as an important approach to addressing agricultural challenges and improving productivity.


The dialogue contributes to the project objective of strengthening women's voice, influence, and participation in democratic governance in Sierra Leone.

Women and marginalized groups need meaningful opportunities to raise concerns, participate in discussions, and influence decisions affecting their communities.

By bringing women’s networks and community representatives together with duty bearers, the dialogue created space for women's priorities to be heard and considered within district-level planning and service delivery discussions.

The approach also strengthens relationships between civil society, communities, local authorities, and service providers.


Dialogue between communities and duty bearers is an important component of social accountability.

Community and town hall engagements can help identify issues at local level, while district-level dialogue provides an opportunity to bring those concerns to the attention of institutions responsible for service delivery.

This creates a pathway through which:

Community concerns → Dialogue with duty bearers → Joint commitments → Follow-up and monitoring → Improved service delivery

ABC-Development's role is to help facilitate these spaces and strengthen the capacity of communities and civil society organizations to participate meaningfully in governance processes.


The main challenge encountered was the farming calendar, which made mobilization difficult because of competing agricultural activities.

However, the active involvement of project staff and strong working relationships with district stakeholders helped overcome these challenges and ensured a high level of participation.

The experience highlights the importance of coordinating community engagements around local livelihood calendars and maintaining strong relationships with stakeholders.


The dialogue forms part of a wider programme of activities aimed at strengthening gender equality, women's participation, and social accountability.

Follow-up actions include:

  • Supporting CSOs and women's networks to conduct data collection and people-to-people awareness raising

  • Strengthening the use of community scorecards and other social accountability tools

  • Hosting radio panel discussions on gender equality, women's rights, and women's participation in electoral processes

  • Conducting regular monitoring and follow-up of project activities

  • Continuing dialogue between communities and duty bearers on identified service delivery issues


Effective service delivery requires collaboration between communities, civil society, local authorities, and government institutions.

The district-level dialogue demonstrates the value of creating spaces where community concerns can be raised directly, stakeholders can share experiences, and practical commitments can be developed.

For ABC-Development, strengthening social accountability means ensuring that women, marginalized groups, and communities are not only heard but are also part of the process of finding solutions.

When communities speak, duty bearers listen, and commitments are followed by action, dialogue becomes a powerful tool for improving services and strengthening accountable governance.
